Local Government Still Engaging With Planning Process

In December, the Jackson Town Council and the Teton County Board of Commissioners provided Town and County Planning staff with policy direction on each of the Engage 2017 projects: Housing Department Rules and Regulations, Housing Requirements (Mitigation LDRs Update), Town Zoning and Parking, and Natural Resource Protections.

The guidance on policy direction came after a months-long process of public outreach, input, and comment, as well as staff research, stakeholder engagement, and recommendation development. This policy direction provides a road-map for staff to follow in drafting recommendations for new regulations.

“The Engage2017 process has been a holistic and complex project thus far. It has been incredibly important to us to solicit as much input and feedback from the community as possible to ensure that we are addressing the right issues with the appropriate policy solutions,” said Town and County Planning Director, Tyler Sinclair. “As we start Phase IV, we are grateful to the community for being so engaged, and we plan to continue to rely on public comment and input to help us refine draft versions of the regulations,” he continued.

Public engagement was a critical component of the first three phases of the process, and included the following:

  • 8 public events (3 Spanish-speaking, 5 English-speaking) with a total of 419 attendees
  • 5 online surveys with a total of 845 responses
  • Board of County Commission, Town Council, and Planning Commission public meetings over 9 months
  • Direct communications with Elected Officials were included and considered
  • Multiple Natural Resource Stakeholder Group meetings
    • Comprised of representatives from the development community, environmental consultants, conservation advocates, local resident groups, property rights advocates, the Wyoming Game and Fish Department, agricultural interests, the Ecological Sciences Community, and the Teton County Conservation District

Phase IV of the Engage process will be focused on drafting updates to the regulations for each project area, and these draft regulations will be released to the public for review and comment in March. The following schedule has been set for the release of the draft regulations:

  • Housing Department Rules and Regulations – March 9, 2018
  • Housing Requirements – March 16, 2018
  • Town Zoning and Parking – March 16, 2018
  • Natural Resource Protections – April 27, 2018

Public meetings before the Board of County Commissioners and Town Council will follow the release of all draft regulations. Those meetings will be held on the following dates:

  • Housing Department Rules and Regulations – March 21, 2018
  • Housing Requirements – April 24, 2018
  • Town Zoning and Parking – April 23, 2018
  • Natural Resource Protections – June 11, 2018

“The community spoke, and we listened, and the draft regulations will reflect that,” said Sinclair. “We remain committed to continued engagement and dialogue in Phase IV, and we’re confident that with the community’s help, the results of this process will help keep this place special.”
